  CALL FOR PROPOSALS March 28, 2013 ProCIF Challenge Fund Funding Window – Round 1 for South, Central& West India To mobilise and strengthen small producers to form market-ready Producer Organisations ProCIF , a Producer Enterprise Catalyst and Incubation Facility, promoted by Hivos, announces its first Challenge Fund to develop new and strengthen existing Producer Organisations . The fund, housed within the ProCIF Small Grant Facility [managed by Vrutti Livelihood Resource Centre] invites organisations (NGOs, CBOs, Trusts) working with or promoting producer groups/organisations to use grant funding and technical assistance towards the abovementioned objective. About ProCIF ProCIF is an incubation facility, accessible physically and virtually by Producer Organisations (POs), their promoters and service providers to: •  Fulfil financial, business development and technical assistance requirements •  Gain access to and contribute to knowledge on Producer Organisations •  Build sustainable and green supply chains ProCIF would work with 500,000 small producers through its Small Grant Facility to enable them develop into creditworthy and market ready producer organisation. ProCIF would also work with at least 100 registered POs through its range of incubation and debt funds along with a Technical  Assistance Facility to strengthen them into self-reliant enterprises. About ProCIF’s Small Grants Facility The Small Grants Facility set up specifically to enable facilitating/promoter organisations to use financial and technical assistance in their efforts to develop producer organisations. It also provides these organisations with a one-stop access to knowledge, expertise and experience pooled from organisations and individuals working with POs in India and across other countries. The SGF aims to achieve its aims through its repeated competitive rounds of Challenge Funds, each with own sets of priorities in terms of states and nature of initiatives and specific criteria and eligibility conditions. The priority states for each fund will define the location of the activity even when implemented by an agency operating from a non - priority state. The SGF leverages donor funds to support initiatives that enable development of strong POs and uses a results oriented approach in deciding on awards and supporting the initiatives. About the Challenge Fund The Challenge Fund is an instrument used by ProCIF Small Grants Facility to ensure optimal allocation and effective utilisation of limited resources. Quality of the application is the only selection criteria. Eligibility criteria for each challenge fund are drawn out clearly in the relevant section of the detailed Call for Proposal document. In order to avoid conflict of interest, two different bodies administer the process and make an award decision. Each Challenge Fund is designed to select organisations that absolutely need the fund for the earmarked activities and have the basic skills apart from experience of working with small producers. Though the facility is commodity neutral, each Challenge Fund may prioritise specific sub sectors like rainfed agriculture, fisheries, livestock etc.   Challenge Fund is a competition and open only for non-profits which are either starting to collectivize producers or have initiated the same very recently (2-3 years) apart from having a demonstrated intent to work on a market oriented approach especially with small producers. Each Round of a Challenge Fund caters to specific states where the action has to be located. A convincing case on why the funds [to do what is being proposed] were not available from other sources would be a clinching criteria for award recipients. Technical assistance involving – institution building, governance, access to markets, certification, supply chain management, ICT solutions would be available through the facility for awardees. Important Information on Challenge Fund, Round I !  Fund Envelope (total size of the fund): 150 lac INR !  Award Ceiling (maximum award per proposal): 15 lac INR !  Award Floor (minimum award per proposal): 5 lac INR !  Eligible states: Maharashtra, Gujarat, Madhya Pradesh, Karnataka, Tamil Nadu, Andhra Pradesh, Chhattisgarh, Kerala !  Implementation time frame (Time for implementing the proposal): 12 - 18 months !  Call announcement date: March 28, 2013 !  Application deadline: April 20, 2013 !  Announcement of shortlisted application: April 30, 2013 !  On-field verification of shortlisted organisation: May 30, 2013 !  Final Awardees contract sign off: June 15, 2013 Who is eligible to apply? 1. Organisations with valid FCRA registration 2. Working in the one or more of eligible states 3. Minimum two years of experience working with small producers 4. Sectoral experience [3-5 years] in sustainable agriculture/fisheries/forestry/livestock 5. Minimum outreach to 500 small producers [in the domains of collective production and marketing] 6. Organisations should not have promoted more than two existing registered Producer Organisations 7. Minimum annual turnover of 30 lac INR 8. The organisation should not have an on-going contract with Hivos under its agriculture programme 9. Evidence of the organisation having facilitated or intermediated market based transactions for the groups or producers they work with or evidence of market orientation in the programs designed and implemented 10. Registered POs (producer companies or cooperatives) are not eligible for this call Application Process 1. Registration of interest to apply for the Challenge Fund in response to either the Call for Proposal or the Pre Solicitation Notice. IMPORTANT  – When registering your interest please note that you incorporate a  YES or NO response against each of the criteria mentioned above (under Who is eligible to apply ) 3. Each eligible organisation will receive a detailed application form, which should be filled in and sent back by the close of April 15, 2013 . Application received after the mentioned date will not be considered for the award 4. Applicants are requested to include all the required documents as specified in the application. Fund Manager forwards report to Selection Committee May 30, 2013 7 Selection Committee Decision Selection Committee decision on the basis of reports submitted.
